Sam Chhoeun aka Pheng, Secretary of Regiment 12, Division 310, conceded that Phae, Cadre of Division 920, attended the treacherous meeting and received Khuon's plan to build up treasonous forces within the military unit, to convince soldiers to defect from their lines, and to spoil the storm attack plan of the Kampuchean Communist Party.
