On September 14, Vietnamese Foreign Minister Nguyen Co Thach suddenly announced that Vietnam "Supporter" the ASEAN proposed for the establishement of a "Neutral Zone" in Southeast Asia, and added in a winning wary that the declaration adopted by the ASEAN representatives meeting in Kuala Lumpur, in November 1971.
ថ្ងៃទី១៤ខែកព្ញាា លោក ងុយយិន ខូ តិញ រដ្ឋមន្ដ្រីការបរទេសវៀតណាម រំពេចនោះបានចេញប្រកាសថាប្រទេសវៀតណាម«អ្នកគាំទ្រ» សហគមន៍អាស៊ានបានស្នើសុំសម្រាប់ការបង្កើត «តំបន់អព្យាក្រឹត្យ»មួយក្នុងអាស៊ីអាគេ្នយ៍ និងបានបន្ថែមទៀតក្នុងការប្រុងប្រយ័ត្នចំពោះជ័យជំនះថា សេចក្ដីប្រកាសបានអនុម័តដោយអ្នកតំណាងសហគមន៍អាស៊ាន នៅក្រុងកូឡាឡាំពួ ក្នុងកិច្ចពិភាក្សាខែវិច្ឆិកាឆ្នាំ១៩៧១។
