On 3 June, 1982, while the meeting of the coordinating Bureau of the movement of non-aligned countries was still carrying out its works in Cuba, the "Voice of Democratic Kampuchea." boradcast a momentary as follows: based on the principale guidelines and spirit of the 1955 Bandung conference, the non-aligned movement is now 21 years old since its first summit held in Belgrad Presided over by President Tito. Thanks to its firm stand on its character of hors-bloc its principles of independence and support to the struggles for National liberation, for the defence of National independence and sovereignty against colonialism and expansionism, it has become a powerful political force on the International arena.
នាថ្ងៃទី០៣ មិថុនា ១៩៨២ ខណៈពេលកិច្ចពិភាក្សានៃការិយាល័យសម្របសម្រួលនៃចលនាបណ្ដាប្រទេសមិនចូលបក្សសម្ព័ន្ធបាននិងបន្ដអនុវត្ដន៍ការងាររបស់ខ្លួនក្នុងប្រទេសគុយបា«សមេ្លងកម្ពុជាប្រជាធិបតេយ្យ»។ ចាក់ផ្សាយក្នុងរយៈពេលដូចខាងក្រោមនេះដោយផ្អែកលើគោលការណ៍ដំនាំដើមសន្និសិទ្ធបានក្នុងឆ្នាំ១៩៥៥ ចលនាមិនចូលបក្សសម្ព័ន្ធឥឡូវមានអាយុ២១ឆ្នាំហើយ ចាប់កិច្ចប្រជុំកំពូលលើកដំបូងនៅឯបែលហ្គាដ ក្រោមអធិបតីភាពលោកប្រធានាធិបតីទីតូ។ អរគុណលើការបញ្ជាក់ពីគោលជំហររបស់ខ្លួននូវឥរិយាបថ និង គោលការណ៍ឯករាជ្យអធិមតេយ្យ ប្រឆាំងនឹងអាណានិគម រួមទាំរាលត្បាត វាបានក្លានជាកម្លាំងនយោបាយមួយដែលមានអនុភាពនៅលើឆាកអន្ដជាតិ។
