Summary / Abstract :
Thailand's so-called human deterrence policy appears to be working even if Western refugee officials sometimes wonder how human the deterrent really is. With the number of highland and lowland Lao crossing into Thailand now down to fewer than 500 a month and only 5,100 Vietnameses boat people landing on Thai shores in the first nine months, new arrivals from the Indochina Countries may not even reach 15,000 this year.
