On 25 March 1983, at the time French Foreign Minister Claude Cheysson was preparing himself to go to Hanoi, the "Voice of Democratic Kampuchea "broadcast an open letter of the people of Kampuchea to the French people and government calling the latter to reconsider its decision on the resumption of economic aid to Vietnam.
