As a result of the manoeuvres carried out by the Soviet-Vietnamese bloc and its accomplices, the situation created by the arbitrary decision taken by Cuba to leave the seat of Democratic Kampuchea vacant at the 6th Havana Non-Aligned Summit remains unchanged at the 7th New Delhi Non-Aligned summit.
