Ros Seam aka Song, Secretary of Regiment 13, Division 310, confessed that in November 1975, Sam, Secretary of Battalion 312, Regiment, Division 310, attended the meeting with Oeun to review the outcome of the previous treacherous activities and set a new treasonous plot in the future. The content of the new plot was to expand hetwork of the Communist Party of the new state and to investigate and keep trace of the revolutionary situation in Phnom Penh, and to identify the location of leadership apparatus of the Kampuchean Communist Party.
ឈ្មោះ រស់ ស៊ាម ហៅ សុង លេខាវរសេនាធំ ១៣ កងពល ៣១០ បានឆ្លើយពីឈ្មោះ សាម លេខាវរសេនាតូច ៣១២ វរសេនាធំ ១៣ កងពល ៣១០ ថាៈ នៅខែ១១ ឆ្នាំ១៩៧៥ សាម បានចូលរួម ប្រជុំជាមួយ អឿន ដើម្បីពិនិត្យលទ្ធផលក្នុងការអនុវត្ដផែនការ ក្បត់កន្លងមកនិងលើកទិសដៅថ្មីក្បត់ទៅអនាគតទៀត។ ខ្លឹមសាទិសថ្មី គឺកសាងកម្លាំងបក្សកុម្មុយនិស្ដរដ្ឋថ្មីនិងស៊ើបពិនិត្យសភាពការណ៍ បដិវត្ដនៅក្រុងភ្នំពេញនិងទីតាំងរស់នៅរបស់ក្បាលម៉ាស៊ីនដឹកនាំបក្ស កុម្មុយនិស្ដកម្ពុជា។
