Summary / Abstract :

The official, Sek Yen , was quated as saying that he was in charge of political education for "Government " cadres and he defected because he could not stand "Intolerable colonialism" in Kampuchea. He said that the bureaucrat in PP were under the tight control of Vietnamese advisers, and he had daily meeting with two of the Vietnamese advisers form whom he received orders.
