If the KPNLF nationalist resistance force is indeed such "a small fish to be caught with a large net" as Hanoi claimed, there would have been no need for the Hanoi leaders to pour men and heavy equipment and tanks and money ... to attack and destroy civilian encapments along the Khmer-Thai border as they did.
