On 16 February 1984, the Kampuchean people, in an open letter, appealed to the Soviet people and their leaders to stop helping Vietnam in its genocidal of aggression in Kampuchea, so that they can restore peace, independence and neutrality in Kampuchea and become master of their own destiny without any foreign interference.
