The picture was quite difference one year ago. Then, a frail old Khmer lady sat hesitantly and unsmiling in the departure lounge of Tan Son Nhut airport. She looked lost and bewildered by all the activity going on around her. Unlike the 200 or so Vietnamese who were leaving Vietnam that day under the UNHCR orderly departure programme, she was not her way to start a new life in a western country.
