The Khmer Rouge is refusing to co-operate with the next phase of the fragile Cambodian peace settlement in which soldiers from all four Cambodian factions are due to be demobilise.Yasushi Akashi the head of the United Nations Transitional Authority in Cambodia (UNTAC) yesterday said the guerrilla group was in "clear breach " of the peace plan signed in Paris last October.
