A year ago this week some 90 percent of the Cambodian electorate braved the threat of Khmer Rouge attacks and cast ballots in the country's first contested election in decades.The subsequent formation of a coalition government and introduction of a democratic constitution of a democratic constitution convinced the international community that the United Nations peacekeeping operation had been a success.
