How many time can be the Cambodian "peace process" be rescued? After the Paris conference on Cambodia broke down last summer, the five permanent members of the United Nations Security Council-America, Britain China, France and Russia- started looking for a peace plan of their own. Last January they agreed on a plan to give the country a temporary UN administration while an election was organised. They got nowhere at a second meeting soon after, over how to disarm the Cambodian factions and choke off arms from abroad. Still the word is that the plan remains afloat.
