Phat Chantha aka Phai, Chief of Factory D-1 Group, confessed to the fact of Sean, Chief of Siem Reap Region office. In 1972, Sean cooperatively worked with Voeun to carry out an activity against the party assigned by Hou Yun and Khuon, Secretaries of Northern Zone. The activity was to sow disintegration of the revolutionary forces at the front and back fronts, and to persuade soldies to flee home. In 1973, Sean set up a plan for Phai and his network to oppose to the party's nomination in cooperatives in an effort to increase Free Khmer network, and also expand hidden network in the core Angkar members.
ឈ្មោះ ផាត ចន្ថា ហៅ ផៃ ប្រធានក្រុមរោងចក្រដ-១ បាន ឆ្លើយពីឈ្មោះ ស៊ាន ប្រធានមន្ទីរតំបន់សៀមរាប ថាៈ នៅឆ្នាំ១៩៧២ ស៊ាន បានទាក់ទងសហការណ៍ជាមួយឈ្មោះ វឿន ដើម្បីបន្ដសកម្មភាពប្រឆាំងបក្សដោយទទួលផែនការពី ហ៊ូ យន និង ឃួន លេខាភូមិភាគឧត្ដរ គឺធ្វើឱ្យបំបែកកម្លាំងបដិវត្ដខាងមុខ និងខាងក្រោយ និងបំផុសយុទ្ធជនឱ្យរត់ទៅផ្ទះ។ នៅឆ្នាំ១៩៧៣ ស៊ាន បានដាក់ផែនការឱ្យ ផៃ និងបក្ខពួកប្រឆាំងនឹងការចាត់តាំង របស់សហករណ៍របស់បក្សដើម្បីកសាងកម្លាំងខ្មែរសេរីឱ្យបានច្រើន ហើយកសាងកម្លាំងបង្កប់ក្នុងអង្គការស្នូល។
