Two months ago, at a special UN conference in Indonesia, the Vietnamese authorities announced their willingness to process the exit of 10,000 citizens a month. Had planes been laid on by the recipiant powers, air tickets could have been paid by the refugees'own families and the incentive to take to the seas would have been minimised.
