Among the problems facing the Vinh Phu Pulp and Paper Mill, one of the most acute concerns insufficient harvasting in the now material area in order to supply the Mill with wood for pulp making. This study is aiming to improve the understanding of the interplay of factions which contribute to an insufficient wood supply.
