Vietnam has floated a new proposal to solve the Kampuchea problem with a call to Japan to mediate in Hanoi's disputs with its neighbours. Vietnam's foreign minister, Mr Nguyen Co Thach, who visits Japan from October 1 to 4 says that Hanoi might alow a neutral international peace-keeping commitee into Kampuchea and that he would welcome "Japan's possible mediation... on a neutral footing."
