The Reagan administration, in a policy shift, has declared that it would no longer rule out supplying US military assistance to the two non-communist Cambodian guerrilla groups. The new policy, which was expected to be discussed by secretary of state Georg P. Shultz with leaders of the two guerrilla groups Wednesday, marks a departure from the hands-off US military policy toward Indochina.
