Cambodia remained a tightly closed society despite the slight signs of normalization. Moreover, most of the refugees were townsmen and peasants who were loyal to the old regime until April. The whole population war still on a wartime footing with soldiers.
ប្រទេសកម្ពុជា នៅតែជាសង្គមដែលបិទទ្វារយ៉ាងជិត ទោះបីជាមានសព្ញាាតិចតួចនៃភាពប្រក្រតី។ ម្យ៉ាងទៀត ជនភៀសខ្លួនជាច្រើនគឺជាអ្នកទីក្រុងនិងអ្នកជនបទដែលស្មោះត្រង់ទៅនឹងរបបចាស់រហូតខែមេសា។ សង្គ្រាមប្រជាជននៅតែជាសង្គ្រាមថ្មើងជើងដែលអមទៅដោយយោធា។
