Summary / Abstract :

Vietnam has not been destroyed by the war. In deed, in some respects it has been strengthened, it is true that large numbers of it citizens have been displaced from their homes, but other have acquired new shills which will be valuable to the growing economy in the postwar period, it is true that serious damage has been done to some parts of the country's infrastruture, notably the roads, and major power installation, but none of this is irreparable, it is in face being repaired, and othe infrastrutural facilities, particularly ports and airfields, have been expanded during the war to on extent which will be more than edequate for peacetime uses... There are grounds for encouragement in these circumtances.
