Summary / Abstract :

On september 14, 1973 the Laotian patriotic force (the Pathet Lao) and the Royal Laotian, Government, based in Vientian, signed a protacol which finalized plans for a new Caolition Government. The protocol, part of the "Agreement on restoring peace and achieving National concord in Lao" that was signed on february 21, came only ofter months of difficult negotiations. To those who view the Laotian people as moning at a slow and lazy pace or who viewed the february agreement as fragile and unlikely to hold, the protocol came as wurprise.
