Condemns Cambodia invasion and calls Vietnam the surrogate for expansionist Soviet. There were reports from Peking that the Cambodians might call on Yugosiavia, one of the hand ful of countries that maintained diplomatic missions in Phnom Penh to assist them in pressing their case before the UN.
