According to Sihanouk, he made two attemps between 1970 and early 1973 to meet kissinger and discuss a way out. The proposals were forwarded by the Chinese premier. Chou En Kay Lai, who warned the U.S that the longer the war went an, the barcher the Khmer Rouge would be when it won kissinger refused to see Sihanouk.
