The Thai government's policy has been to refuse to allow Cambodian to cross the border and border police men said they still had order to turn back refugees, force fully if necessary, if they were discovered attepting to cross Cambodian who have evaded Thai border units and made their way beyond the immediate frontier area, however, have been arrested as displaced persons.
