For reasons both strategic and political, Thailand is now practicing an open door policy toward refugee from famine, disease and war-ravaged Cambodia. The reasoning is that there is one thing worse than a former buffer state that has been conquered by a potential enemy and that is the buffer state that has become depoulated.
