The continued Khmer Rouge survival makes it less necessary for the Chinese to turn to the mercural Sihanouk, now visiting the US and Canada in search of support for his own nationalist forces. A Kampuchea government official has admitted that authorities are allowing people to go to Thai border for food because the government was unable to distribute enough rice.
