Nguon Savat, 31 years old, joined the rescuing association of elctrical workers in 1970, the Party of Socialist Republic in 1972, and the CIA in 1973. Savat found out information on the Khmer Rouge network of Kolap Samrith Seila. After April 17, 1975, Savat conducted CIA activities within the network of Tiv Kosith and Phet Bun Lim. Savat convinced former workers that Angkar evacuated the people to plunder the property. Savat opposed to cadre by disagreeing to labor and conspired to put electrical current into the river to shock soldiers as they took bath.
ឈ្មោះ ងួន សាវ៉ាត អាយុ ៣១ ឆ្នាំ បានចូលសមាគមសង្ក្រោះ បុគ្គលិកអគ្គិសនីនៅឆ្នាំ១៩៧០, ចូលគណបក្សសង្គមសាធារណរដ្ឋ នៅឆ្នាំ១៩៧២ និង ចូលសេអ៊ីអានៅឆ្នាំ១៩៧៣ ហើយបានដើរ ស៊ើបការណ៍ពីខ្មែរក្រហមឱ្យកូឡាប សរិទ្ធិសីលា។ ក្រោយថ្ងៃ១៧ ៤ ១៩៧៥ សាវ៉ាត ធ្វើសកម្មភាពសេអ៊ីអាក្នុងខ្សែទីវ កូសិទ្ធ និង ផេត ប៊ុនលឹម។ សាវ៉ាត បានឃោសនាប្រាប់កម្មករចាស់ថាអង្គការ ជម្លៀសប្រជាជនដើម្បីប្លន់យកទ្រព្យសម្បត្ដិ។ សាវ៉ាត ប្រឆាំងកម្មា ភិបាលដោយមិនព្រមចុះធ្វើពលកម្ម ហើយរួមគំនិត ដាក់ខ្សែភ្លើង ក្នុងទឹកទនេ្លដើម្បីឱ្យឆក់កងទ័ពពេលចុះងូតទឹក។
