The $ 200 million that the UN raised last year to help keep Cambodia from dying has run out Cambodian lately have been better fed. But the land, the people, their leaders and the powers around them all seem poised to let the country full back into the pit. The officail rice ration in parts of Kampuchea has fallen to only half a pound a month.
