Hunger is ever present in Cambodia, where in normal days the granaries would be full. There are almost no rice seeds in farmer's hand as the planting season approaches. The state of the roads on the circuit from Phnom Penh to the capital empty justifies by Cambodia over distribution of food and seeds.
