Non Communist Southeast Asian countries unanimously rejected an appeal from the Soviet Union to support a regional conference on Indochina. All five of Asean nations, the prime targets of the Soviet ouverture said the proposal was flawed because it skirted the region's central issue Vietnamese occupation of Cambodia.
