Former Cambodian head of state, Norodom Sihanouk, had been forced to his plan for the formation of an anti-Vietnamese United Front in his home land. He said to Reuters in Peking that he had been compelled to cancel the paln because of the opposition of many Cambodian exites in France to cooperation with pro-Chinese Khmer Rouge guerrillas.
