Asean may wast to form a tripartite Khmer coalition, but it is happy with Son Sann's reluctance to go to Pe King. But the three point agreement reached by Sihanouk and Samphan essentially binds the partners to Khmer Rouge formula of a tight coalition based on existing D-K institutions and effectively dominated by the Khmer Rouge.
