Seng Veng joined the CIA in 1969 and was captured on January 12, 1976. He confessed that Sen Say joined the CIA in 1973 at Chak Angre with Kolap Samrith Seila being an acceptor. After April 17, 1975, Sen Say linked CIA network with his group and demanded working time be reduced and food be given sufficiently. Sen Say was discontent with cadre while they worked with his technical group and destroyed materials and 404 machines.
ឈ្មោះ សេង វេង ចូលសេអ៊ីអានៅឆ្នាំ១៩៦៩ ត្រូវអង្គការចាប់ ខ្លួននៅថ្ងៃ១២-១-១៩៧៦ បានឆ្លើយសារភាពថាៈ ឈ្មោះ សែន សាយ ចូលសេអ៊ីអានៅចាក់អង្រែនៅឆ្នាំ១៩៧៣ អ្នកទទួលស្គាល់ កូឡាប សរិទ្ធសីលា។ ក្រោយថ្ងៃ១៧-៤-១៩៧៥ សែន សាយ បានភ្ជាប់ខ្សែសេអ៊ីអាជាមួយក្រុមខ្លួន ហើយបានតវ៉ាបន្ថយម៉ោងធ្វើ ការងារ ហូបចុកឱ្យគ្រប់គ្រាន់។ សែន សាយ មិនពេញចិត្ដនឹងកម្មា ភិបាលចុះធ្វើការងារបចេ្ចកទេសជាមួយក្រុមខ្លួន និងបំផ្លាញសម្ភារៈ និងធ្វើឱ្យខូចម៉ាស៊ីន៤០៤អស់មួយគ្រឿង។
