Seng Soeng, [member of]Production Cell, Region 15, confessed that Phon, Deputy Chief of Production Cell of Economic Group, Region 15, was a spy at Oudong market. In 1972, Angkar evacuated Phon to the liberated zones and to Veal Pung Sub-district in Oudong District where Phon made jars. Phon had a sexual misconduct with women at jar-made office. Angkar was imprisoned at Thmo Yong in Region 15. After being released from prison, Phon wanted two wives, but the Angkar did not permit. Phon sprea campaign against the revolution. Grasping the weak point, Phon secretly was in charge of Lunvek Sub-district and launched and distributed leaflets against the revolutionary guideline.
ឈ្មោះ សេង សឿន កងផលិតតំបន់ ១៥ បានឆ្លើយថា ឈ្មោះ ផុន អនុប្រធានសេដ្ឋកិច្ចកងផលិតតំបន់ ១៥ ជាគិញប្រចាំការ នៅផ្សារឧដុង្គ។ ឆ្នាំ១៩៧២ អង្គការជម្លៀសផុន ឱ្យទៅនៅតំបន់ រំដោះនិងឱ្យធ្វើពាងនៅឃុំវាលពង់ក្នុងស្រុកឧដុង្គ។ នៅមន្ទីរធ្វើពាង ផុនខូចសីលធម៌ជាមួយនារី អង្គការចាប់ដាក់នៅមន្ទីរ ឃុំឃាំងថ្មយោង តំបន់ ១៥។ ក្រោយចេញពីមន្ទីរឃុំឃាំងផុនចង់បានប្រពន្ធពីរ តែអង្គការមិនអនុញាតិ ផុនបានដើរឃោសនាវាយប្រហារអង្គការ។ ក្ដាប់បានចំនុចខ្សោយនេះសឿនក៍អប់រំផុនឱ្យក្បត់បក្ស។ សឿនបាន ចាត់តាំងផុនឱ្យទទួលខុសត្រូវជាសម្ងាត់លើឃុំលង្វែក ហើយធ្វើ សកម្មភាពឃោសនានិងបាចត្រាក់ប្រឆាំងមាគ៌ាបដិវត្ដ។
