The individual known as Penh had attended the Phnom Penh Pedagogical College in the past. In mid-1957, Tiv Ul commenced work with the Department of Pedagogy of the Ministry of Education before joining the Khmer Serei. Towards the end of 1961, Mey Phat and Uch Ven consulted Sieat Chhae on the induction of Comrade (S.M.) Tiv Ul, alias Penh, into the CIA system. Additionally, he had become a member of the treasonous party in the Eastern Zone.
ទីវ អុល ហៅ ពេញ ជា អតិតសិស្ស សាលាគរុវិជ្ជា ភ្នំពេញ។នៅពាក់កណ្តាលឆ្នាំ១៩៥៧ ទីវ អុល បានមកធ្វើការនៅ ក្នុងទីចាត់ការគរុកោសល្យ នៃក្រសួងអប់រំ ដល់ក្រោយមក បានចូលរួមជាមួយខ្មែរសេរី ដល់ចុងឆ្នាំ១៩៦១ ម៉ី ផាត និង អ៊ុច វ៉ែន បានជួបជុំគា្នជាមួយ សៀត ឆែ និយាយញគ្នា ដើម្បី ធ្វើពិធីបញ្ជូល ស.ម ទីវ អុល ហៅ ពេញ ចូល ក្នុងក្រុម សេ អុី អា។ ហើយគាត់ក៏បានចូលរួមក្នុងជួរក្បត់បក្សនៅភូមិភាគបូព៌ាថែមទៀត។
