OXFAM is calling for the ending of United Nations relief to Kampuchean refugee over the Thai border on the grounds that it is bolstering troops of the Khmer Rouge whose government, under Pol Pot, had the world's worst Human Rights record since Hitler. Oxfam admits it is unusual for it to call for aid to be ended anywhere, but it believes that, in some areas, relief is giving support the resistance movement dominated by the Khmer Rouge and creating hopeless future for the people in the camps.
