In an interview with AFP on February 16 a Soviet diplomat in Peking, who asked not to be named, said that Sihanouk was "the major figure through whom all the contacts for a political settlement should be channeled", although he stressed that the reconciliation between the government in Phnom Penh and the resistance was the only way to solve the Cambodian problem.
