Vietnam will not be responsible for preventing the Khmer Rouge from taking power again after Vietnamese troops have been withdrawn from Kampuchea, according to the Vietnamese Foreign Minister, Nguyen Co Thach. Khmer Rouge world then be a problem for the west to solve, Mr. Thach said yesterday in Bangkok, after two days of meetings with the Thai Foreign Minister Siddhi Savetsila.
