The conference had been billed as a historic occasion : the first negotiations between the warring factions in the decade-long struggle for Kampuchea. Guerrilla warfare had engulfed Kampuchea since Viet Nam invaded its neighbor in 1978, to oust the communist Khmer Rouge and their leader, Pol Pot, under whose ruthless dictatorship an estimated 2 million Kampuchea were killed.
