Bogor, Indonesia, July 27, Reuter-Peace Talks stumbled on Wednesday over how to prevent the Khmer Rouge from sweeping back to power in Phnom Penh as Vietnam withdraws it s forces from Kampuchea. Vietnamese Foreign Minister Nguyen Co Thach said delegates at the Indonesian-sponsored talks reached agreement on several broad principles for a settlement but were unable to decide on how to stop the Khmer Rouge guerrillas making a comeback.
