Jakarta, Prince Norodom Sihanouk upstaged Cambodian peace efforts in Bogor on Wednesday with his own plan to settle the nine-year-old conflict in Cambodia. Sihanouk wants an international conference on Cambodia convened under the Auspices of UN Secretary General Javier Perze De Cuellar as soon as possible to guarantee the neutrality of Cambodia, supervise the withdrawal of Foreign Troops and organized free elections.
