Bogor, Indonesia, Peace talks in the future of Cambodia ended Thursday with warring Cambodian factions blaming one another for failing to make progress toward a settlement. The two tack talks brought together Hun Sen, the Prime Minister of the Hanoi-installed regime in Phnom Penh, and leaders of a shaky three-party rebel Vietnam invaded Cambodia in December 1978.
