On the first day, following the first phase and during the second phase in the evening, Khieu Samphan suggested that there was no need for the Cambodian parties to meet any more, the meeting should start with the second phase. The Khmer Rouge tired to change this meeting into one between the four Cambodian parties and Vietnam. The Khmer Rouge did not want to have the first phase, they only wanted the second phase of the meeting.
