A second addition recommends "efforts international supervision and control" of the troop pullout. Vietnam, however, rejects a peace-keeping force. The resolution also propose "creation of an interim administering authority" and "the promotion of national reconciliation among all Kampucheans under the leadership of Samdech Norodom Sihanouk".
