Just before the Jakarta meeting by the surprise visit of Hun Sen to Thailand, a long standing coalition ally, at the invitation of prime minister Chatichai Chonhavan. The incident bestowed an unprecedented measure of prestige on the Hun Sen regime in Bangkok, upset some other Asean states and angered the coalition factions.
