Cambodia moved uneasily into the crucial second phase of its united Nations backed peace process at the weekend as soldiers of there factions reported to UN Cantonment where They are to be disarmed. But the Khmer Rouge refused to comply, putting in jeopardy the peace accord aimed at ending the 13 year civil war, writes our correspondent in Bangkok.
