I wish to inform all the Kampuchean people living in Kampuchea as well as abroad that I ardently cherish peace. I do not want to see the war going on in Kampuchea. We have to resolve full independence to Kampuchea. We can not accept peace without independence and territorial integrity. Nor can we accept a "clumsy peace".
