Hard-up Cambodia, starved of international aid because of the Vietnamese occupation, is keen to begin developing what it thanks could prove the biggest offshore oil reserves in Southeast Asia. The Cambodian government has been approached by several western oil companies and middleman, say officials in Phnom Penh, but at this stage it is interested only in France's Elf.
