Vietnam Yesterday threw out a challenge to the international community, announcing that it would withdraw all its troops from Cambodia by the end of September. It invited Poland, India and Canada to supervise the withdrawal, and called on China and governments of the non communist Association of South- East Asian Nations (Asean) to stop helping the resistance groups, particularity the Khmer Rouge, which have stimulate the Cambodian parties to settle the internal aspect of the Cambodian question before September, 1989 on the basis of national reconciliation.
